How do I prevent my eye makeup from running?

I only wear a little bit of shimmer, a touch of eyeliner on the top and mascara on the top lashes. By the end of the day it looks like I have dark circles under my eyes because my eye makeup runs. I guess its my mascara, so could someone please reccomend one that doesn’t run? Maybe a good waterproof brand?
